Bush as Commander in Chief was fully aware Osama was trapped at Tora Bora, or at least likely trapped. That was the story at the time and this story has been corroborated since. A cease fire was called. Bush did not stop it. The cease fire had no purpose other than to give Osama just enough time to escape. Otherwise, why would Osama have made his move then. How did Osama know the cease fire was going to be long enough to hike over a mountain? Bush is guilty here. Why he did it though I have no idea. Maybe just sheer incomptence. I klnow when Kerry saw this on Tv his immediate thought was "why are they letting him go?" That's what a responsible CIC would think.
