Who knows? Unlike Starr, Fitzgerald isn't leaking. Given that he likely has known most of the information already for a while, Novak probably squealed a long time ago, it is noteworthy that confirmation about Rove has been quiet so long.

The question on the table is, does it go higher than Rove? Did Cheney have his fingers in this? Now Karl is perfectly capable of doing this on his own without any input from higher up. But Novak did say there were two senior administration officials...

Fitzgerald is the wild card. He is supposed to be one real competent straight shooter. I can't imagine this thing going on for 2 years without anything of criminal substance, reporters going to jail and all; this guy would have shit canned it. He's a pro. I think there must be something there, maybe much more than we know, and if Fitzgerald comes out shooting at THIS administration, I'm sure he knows that he has to have all his duck lined up absolutely perfectly. They are sure to attack him personally and professionally if they find ANY opening.

I think your observation is correct. This guy is moving slowly with a gread deal of deliberation. In addition, I understand the law that covers CIA leaks is very demanding when it comes to the evidence. I suspect that might be another reason to move slowly.
