Kaiser HMO operates on the preventive maintenance concept.
What we call "insurance" when it comes to health care has deviated dramatically from the concept of insurance. I wouldn't call the Kaiser plan "insurance." It's really more like a prepaid, lump sum contract for medical care. More like a food coop than car or homeowners' insurance. It wouldn't make much sense to have car maintenance covered by a Kaiser-like plan, or at least we wouldn't call that type of an arrangement "insurance." We'd call it a maintenance contract.
