Thanks. I think I need to state my case more clearly. On the face of it, it seems to me that the purpose of National Guard and full military is different (otherwise why the division). Just as the purpose of Reserve and full military is different. Now the law says that maximum of 24 months can be forced on the reserve. This seems too long to me, but at least it makes clear the purpose of the Reserve. So what is the purpose of National Guard? Can guardsman say that Iraq is not my country and I never signed up to be fighting there? Can he say that my duty is to fill in the vacuum left by the military inside the US when they are sent away and not to do their job for them?
