Political structures already exist in Palestine and Northern Ireland that would not have existed without the multidecade uprisings and a negotiated response eventually. Whether they lead to some form of sovereignty remains to be seen. I don't follow Kashmir enough to know where they stand now. In Iraq, it's hard to know what might satisfy the insurgents politically since the whole place is such a muddle. The current policy of going forward with a national constitutional process doesn't seem to mollify them much.
