I agree completely with that.

I think understanding that terrorism is sometimes a political protest helps to solve the problem.

I don't see how. It seems it would limit options to those traditionally used to resolve protests. That's a pretty limited array. When faced with protests we can recognize the claim and accede to the proposed change or compromise with the protester to find something mutually acceptable and achieve peace or truce. We can disabuse the protester of his claim. Or we can brush him off and accept whatever consequences we can't mitigate. What else is there?
