The bombs I saw them use on the show had to explode in the water, well below the surface. The water provided resistance against the explosion causing dramatically more damage to the dam. If the bomb exploded at the surface it did no damage.

The bombs would skip to the dam and explode as they sunk behind it. I think this is what you were saying but wanted to clarify in case it wasn't.
