<How is this talk of terrorism affecting EU?>

There are EU-wide initiatives, additionally each country tries to counter the challenge with additional actions. Some examples in Germany:
- A law has been introduced which allows to shoot down planes which are used as a terrorist weapon.
- We'll get passports with biometric properties.
- Video surveillance of public places will be increased.
- Suspected meeting places of Islamists (some mosques, a couple of "clubs") will be more closely monitored.
- It's still discussed whether the German army should be used as a domestic tool against terror.

Generally the attitude is that a terror attack is not a question of "if" but "when". (20 Germans were already killed in Djerba, Tunisia on April 11, 2002. cbsnews.com ) For instance, the director of the German Federal Intelligence Service has highlighted the terror risk during the soccer World Cup in Germany next year.
