The main problem with the chimpistration is that it rewards loyalty over competence, like many criminal organizations. When the incompetence starts at the top, even the competent henchmen who have survived by being corrupt must give at least lip service to incompetence. The covering lies pile on top of previous covering lies until reality is completely abandoned. Reality always wins out in the end, and as pawns in the drama, we will pay.

And even if they are, what of it? Incompetence is far worse than being "evil". A smart adversary can be made into a good ally or at least be counted upon to do what is in his self interest.

I heartily disagree. I would much rather hire an honest but unskilled employee that I can train at some expense, than hire an employee who is an olympian at his trade but cannot be trusted and who will be a role model for other employees.

If our elected officials are honorably acting on imperfect information about our circumstances (which is always true), we should expect them to do their best, while accepting that somethings will not function perfectly.

What do you propose we do with the "idiots"?

If they are unable to lead competently and with honor, then we must replace them. Given our rigorous system of selection, I find this to be a highly unlikely scenario. It is more likely that the culprit would be partisan extremism, which is as bad as any other type of extremism.
