And you seem to have missed my point. I don't want a trainable and honest barber doing heart surgery on me. I prefer to have a crooked embezzling competent doctor doing it at a hospital that has good checks and balances so he can't be raping me while I am under general anaesthetics. In short, great system + competent crook is better than lousy system + incompetent honest people. Relying on the honesty of politicians is like relying on charity of your neighbor...remembering the invisible hand and all.
