Well, from the versions I've read so far the explanation is pretty easy. This Asian looking guy emerged from an apartment building which was under surveillance for being related to terrorist operations. He was wearing a heavily padded coat in the middle of summer. When told to stop by police (on the afternoon of the 2nd bombing) he behaved erratically and then ran like hell to a subway station and jumped on a train. Police in UK don't generally carry firearms, so are probably not as well trained in their usage as in the US. On the afternoon of the 2nd bombing when there were four known bombers loose in London, the police on the scene chose to shoot this guy rather than allow him to do whatever it is he ran on the train to do.

However, this part doesn't make much sense:

Local media reported that Menezes was an electrician who had been living legally and working in England for three years.

"He spoke English very well, and had permission to study and work there," Menezes' cousin Maria Alves told the O Globo Online Web site from her home in Sao Paulo.


If the guy speaks perfect English and is in England legally, why is he running from the police? Why is he wearing a heavy coat (if he really was) in the middle of summer?

Perhaps we will never know the answer, but this is certainly a huge tragedy. It will be interesting to read what comes out of the police report of this event.

There is only certain colors they can wear. The rules and regulations are five or six pages long.

Remind you of anything? Maybe the Taliban in Afghanistan? The only difference is the degree of repression, and that can <and will> evolve given the opportunity.
