I think you have never been on a police force monitoring a terrorist safe house with four known suicide bombers having three hours earlier failed to detonate their packages and they are now running around the city when a person emerges from that house in strange clothing, acts erratically, and runs away, so your opinion isn't worth much in the matter.

Very possible - they all thought he had a bomb and his actions up to the shooting sure didn't help the situation much.

I think the guy overreacted as well by running - with all the cameras, don't they have some pictures of this incident?

Having the police start down an internal investigation at this time will not be helpful to their mission. It's an incredibly unfortunate event all around with really bad timing.
