If someone is driving to work at Langley every morning they are neither "covert" nor "undercover". If there is not a prominent windshield parking sticker, then that would be a major scoop-and you don't peel 'em off on the way out the gate. Any enemy interested in keeping track of the company's home office staff need only get a videocam and record license plate numbers. "Covert" and "undercover" mean ABROAD. This isn't "Get Smart"...
