All the guy had to do is quit running, turn around with his coat open to show his pursuers that he wasn't a threat, and he'd still be alive today.

Well your complete and total ignorance of the events in England seem to be fully on display. I cannot see what inductive lunacy you use to say.

"If any look "shifty" they'll have to be shot to save the innocent bystanders."

It seems to me if they look shifty the will be asked to freeze and then put their hands over their heads. If they panic and bolt and give the cues of a bomber they well may end up dead.
