You don't know how close that is to what I did a long time ago. I worked a great deal with actuaries when I worked as an attorney for the Worker's Compensation Insurance Rating Bureau. I guess that way of looking at things lasts a lifetime.

You sound like an insurance risk analyst.

New director of Homeland Security is making similar points. Immediately after 9/11 government dumped money into a lot of programs that turned out to be bad ideas.

"Don't just do something, stand there" isn't bad advice if you also put on your thinking cap while you're standing there.
