Knowing is one thing, but I still can't find a point that it would serve by retaliating. Why use a nuclear bomb when you can use conventional weapons to destroy it just as easily. If you think we squandered goodwill after 9/11, imagine what happens when we nuke something.

Assume Bush announces this policy today. What do think will be the consequences tomorrow?

"The point is that they must know, before they take their action, that if they do - we will retaliate - and hurt something that they value."

This idiotically plays right into the hands of the radicals. They'd be EVEN MORE motivated to set off a nuke in the US, knowing that our "pre-planned response" would inflame the ENTIRE Moslem world. Great plan! Tit for tat revenge just guarantees continuing conflict. I suppose your plan doesn't care if Saudi Arabia had anything to do with it, just that it's the seat of Moslem holy places? You do realize that the Moslem holy places are just PLACES, and turning them into radioactive glass doesn't diminish their power at all. It would only make the idea of them even MORE powerful and significant. Sort of like when Bush elevated bin Laden to his level as President of the United States.
