Its a stretch to call destruction of property done in such a way as to not put any lives (let alone innocent lives) at severe direct risk, terrorism. Burglary, breaking and entering, vandalism, destructive protest, disorderly conduct, you could call the Boston Tea Party a lot of things but terrorism wouldn't really fit.
