Yes, although it doesn't even need to be so dramatic.

There is bound to be variation in cells, so a little selfishness would not be noticed. If however, it were selfish to the point that it put the organism in a disadvantage, then over time the organisms carrying that DNA will die out and not have children to carry the gene that coded for that selfish behavior.

When organisms reach the extremes of selection, then even a little variation is not tolerated. Of course when times are good, then all sorts have offspring.
