I'm surprised that the $3 billion tax cut is not for incremental exploration. I don't really know much about it, so was just playing devil's advocate. If it's true the tax cut will not increase exploration it's ridiculous. On the other hand, perhaps the cut applies to oil fields in Kazakstan that Exxon can find and develop in conjunction with the Kazak oil company? I don't really know the details.

But the previous posters assertion that the oil companies are extremely eager to explore in ANWR implies that costs are a determinant in exploration levels - it must be much cheaper in the ANWR to explore and extract, and that's why they want to.
