That sounds reasonable to me. The problem is that the demographics have to change with new circustances and a zillion people will scream "Why didn't you check XXX" after some new atrocity is committed by someone not previously included.

I am probably wrong, but I think the last bombing attempts in London involved to African male terrorists and that prior to that there were none. (Do you know offhand?)
