So a teacher in Newport Beach ought to make four times as more as a teacher in Compton just because of comparative living costs?

If anything, it should be the other way around. Then again, King Drew Medical Center in South Central is among the worst hospitals in the nation, even though it is very well funded and some of its employees are among the highest paid in LA County. Another example of throwing money at a problem.

I made that much when I first got out of school.

I don't know what you're expecting as a "comfortable living wage" or what you did when you got out of college, but $50K/year starting out is very good for someone with a Bachelor's degree. Heck, it's not bad for someone with a Master's as well.
