Russia not ready for special economic zone with China

MOSCOW, August 2 (RIA Novosti) - Russia is not prepared to accept China's proposal on creating a joint economic zone, a Russian government official said Tuesday. Yuri Zhdanov, the head of the Federal Agency for Special Economic Zones, said Russia had received a proposal from China to create an economic zone similar to the economic zone existing between China and Singapore.

China wants to create the zone on a parity basis between the governments of both countries. "We have not yet grown conceptually for this proposal," Zhdanov said. But he did not rule out that such a zone could be created in the future.

According to Zhdanov, China also came up with a proposal to invest in a technical and innovation or industrial and production zone.

"We will discuss this proposal," Zhdanov said.

Zhdanov said Russian special economic zones had already evoked the interest of partners from France, Great Britain and some other countries.

"It is not a question of where to find major investors. It is a question of whom to admit to such zones," he said.

According to Zhdanov, capital must be legal and transparent and Russia will also take political aspects into account to choose countries for partnership.
