Absolutely. Before the invasion, as John Kerry said, do make sure Saddam is disarmed, and use a real threat of force to back it up, but do not go to war until:

1) All other remedies fail including UN inspections
2) You build a large coalition
3) You are fully prepared to win the peace post-invasion
4) We need to and it is the last resort

Except in situations where a country is defending oneself, sees an obvious imminent danger or is trying to stop a terrible genocide, there is no other reason to go to war. Ever.
