That's not the fault of the substandard workers. A makrte for teaching stadrdas seem to be my first thought. (big market for me as an illegal there!!)

Before you get the license to use a new construction the fire dept. and other municipality authorities have to approve the construction.

Besides that, once the building is up, the constructon company is responsible for it. They've got to repair it. That for five years. That's in Brazil. This is the US! There should be someone that upholds the standards.

If they approve and the property collapses, I would go after the guys who approve that construction for use by commercial and private tenants.

If I would be illegally immigrating to the US I would be making money, getting all guys who wants to do work to teach them the standards. I am the best guy to teach people since I learned most what I know my stuff by teaching them myself.

I'd rent a couple fo rooms in florida and teach tell them that their business is at danger. The lawyers after the buldinng collapses will block the market for them.

I will get them to know the standards and that they will charge more money for their work since they'd go to the civil engineers and let them know they know their stuff.

Civil engineers would pay more for them, for sure.

Then I will also rent some more room to teach them English and pretty soon I would be in fat city...
