But last month Toyota decided to put the new plant, which will produce RAV4 mini-S.U.V.'s, in Ontario. Explaining why it passed up financial incentives to choose a U.S. location, the company cited the quality of Ontario's work force.

If this is true, it has little to do with taxes and resources available for government spending on education. The US is near, probably at, the top in terms of education spending per pupil.


Alabama and SC worked hard to snag this plant. Its a not a secret that Toyota is unhappy with the labor in other areas where it has plants. Its also no secret that BMW is unhappy with labor at its plant in ALA. Its also no secret that the GOP governor of ALA tried to raise taxes in order to improve the quality of life in ALA particularly education. Its also no secret that many red states scrimp on taxes and suffer in the quality of life department.

The truth is that many of things the GOP claims to stand for often come back and bite the party in the ass.

More generally there hasn't been a large scale movement of jobs from America to Canada and Canada's unemployment rate is higher then America's.

Of course, there hasn't been. Canada is unwilling to make the concessions necessary to snag companies that states like ALA, MISS, LA, SC et al are so willing to do. Furthermore, Canada has a much smaller population base. It doesn't make sense to put big plants there when they will be mostly servicing the US.
