They bought the right-of-way rights. They paid me $1.5k for the right to lay fiber optic along one side of my farm. The kicker for me is if any work needs to be done, ie tile repair, within 100' of that line they'll do it and eat the cost.

Because streets would be under a constant state of construction. The problem is "the last mile," the distance from the street to the inside of your house.

For a while, it looked like the Bells would become "common carriers" for anybody with a service, but the Bells said, "the hell with that!"

We had a comment recently that the rest of the world had GSM and was happy. The problem is they are now stuck with an inferior service. And the GSM people want a 15% royalty for anybody who wants to join in. Just about everybody here was involved in the Qualcomm bubble, and knows the story.

I'm sure "Bill's Telco" could, you'd just have to pump out more grease than Verizon to the politicos.
