With the in-depth growth of the reform and opening up move and the improvement of the market economy, China's distribution and logistics industry is playing an increasingly crucial role in promoting production, channeling consumption, enhancing economic structure adjustment and economic growth mode transformation, saidthe proposals. However, there still exist such problems as small-sized enterprises, lower organization and modernization level and yet-to-be perfected market system, the proposals acknowledged. According to the proposals, China will make more efforts in reforming the state-owned distribution and logistics firms to establish modern enterprise system. The proposals require the proper treatment of debts of state-owned enterprises suffering losses and proper arrangement ofemployees to reduce the reform cost of such enterprises. China will accelerate the growth of large distribution and logistics enterprises by offering preferential policies in financing and services while giving more space and flexibility to medium and small-sized enterprises. To attain those goals requires the establishment of a favorableenvironment for fair competition between distribution and logistics enterprises, said the proposals. The proposals is also in need of accelerating the innovation process to improve the modernization level of the industry by encouraging chain-store operations, innovation in distribution mode and technology, and the development of logistics distributionhubs. In its effort to promote the growth of distribution and logistics industry, China will enhance infrastructure constructionand improve the establishment of a public information service system within the whole industry, said the proposals. The proposals require the establishment and improvement of the reserve system for important goods and the emergency reaction system. China will make more efforts to support growth of commercial service sector to promote the people's life convenience and to setup a unified market around the country to expand domestic demand by breaking regional barriers, improving the protection of intellectual property right, enhancing rural distribution system and standardizing and developing consumer credit services, said the proposals. Moreover, the proposals require the improvement of concerned policies and regulations to give powerful guarantees for the development of China's distribution and logistics industry. China's state-owned distribution and logistics enterprises are suffering decreasing market share in recent years. According to statistics issued by the Ministry of Commerce in the first half of 2005, among the 33,000-plus large and medium-sized distribution enterprises, the market share of state-owned large and medium-sized wholesale enterprises is 33 percent while that of state-owned large retailing and catering enterprises is 16 percent.
