The proposal to disarm would come in the context of and agreement to participate in the global consortium of nuclear producers. If we could establish such a network it would effectively eliminate anyone not willing to cooperate. The consortium provides its own international security system that cannot be compromised by local dictators. Local developers are responsible for providing assurances that their system is environmentally safe and that the consortium will provide security.
