Yes, the police have.

The bombers involved seemed to be a bit marginal in technique - the second bombs went bad over time. We aren't dealing with engineers or rocket scientists here.

If you suspect a bomber has such an arrangement, you want to take them out when they are not too close to large numbers of people or what ever equipment they are trying to target.

So you still shoot them.
