The Commission takes completely for granted that the terrorists flew the planes. In fact, the mandate for the Commission was to investigate the facts and circumstances relating to the terrorist attacks on 9/11. (See Preface page XV)

I see...they presupposed the outcome before they began. Almost negates the need for a commission anyway. I guess Bush and Cheney were right after all in opposing it to begin with.
