I think what he is suggesting is that in societies that are agrarian, militaristic, primitive, or mercantile, etc., intellectuals don't have much direct utility or much status. If you're an intellectual and you want status, you might advocate a society, such a social democracy, that values those skills and knowledges. Businessmen and farmers don't perceive much need for intellectuals. They value good salesmen and strong laborers.

It seems like there's at least an kernel of truth to that. Anyway, I found it an interesting notion.
