I completely disagree with every sentence of that post, except for these two -

"The technology already exists."

and

"Instead, the oil cartels are getting rich, our enemies are richer than ever, and our country is suffering economically and is less safe."

Which I only partially disagree with.

The technology is for the most part available, but the combination of just a bit of development work, and a lot of investment and deployment work, will probably take decades and hundreds of billions of dollars. You want oil consumption decreased by 50% in 10 years then the dollar figure goes even higher.

OPEC is getting relatively rich, certainly richer, and yes there is an economic cost to paying so much for oil. Its less then the cost of trying to reduce oil consumption by 50% in 10 years but it is high.
