Because the mitochondrial DNA for everyone outside of Africa is more or less the same. Which implies that they have a common female ancestor. There is more variability in Africa itself. Which means non-African populations came from a relatively small group.

This is called the Out of Africa or Eve Hypothesis.

Maybe it did and maybe the racial divisions we see today are based on how different humans evolved, even though they are sufficiently the same to be part of the human race, because they interbred.
