Those are both very nice places. Costa Rica is nicer, but I think of little value as an investment. I'd like to think my retirement home is appreciating in value while I wait. Queensland is still on the map for me. In general I am positive about Australia...incidentally, on a risk adjusted basis, I think Iran holds the best potential for investment, though it is riskier than the rest and I would not want to retire there.
