No. Germany in particular isn't used to environmental extremes. They expect all of their carefully diked rivers to stay in their banks. Around here, they would be called 'suckers'. No one, except for someone new to the area, would expect a river to stay in its banks. Those who buy close to rivers are new to the area and often wonder why flood insurance is so high. For 2-3 years at the most.

What will Northern Europe do when the Gulf Stream shuts down? They are totally unequiped to deal with a climate that is less than benign. Their immediate future does not include this.
