The trainees can learn better if they have training time that isn't as disturbed. If they have already seriously planned and trained than training isn't as much of an issue, they already are trained, but for new recruits, even for guerilla warfare and terrorist operations, things work better if they can have more precise training in conditions that the trainers have strong control over.
