You could get a double layer DVD burner. The media is expensive but you can burn 2X the data.

Using what O/S? For example, Windows XP has its own backup utility. As discussed here recently, you can also back up to the net rather than DVD and restore from there.

I know you said you don't want an application but I think the easiest way to do it is use a freeware file splitter. That's what I've been doing when transferring large raw home movie files to DVD. Seems to work OK.
