Well, they don't have to shoot to kill. The police have enough on their hands without having to deal with rampant lawlessness, they need to put it down efficiently to be able to focus on saving lives. This is not an ordinary event.....

for some reason our society thinks that the life of a thief is worth more than the property he is stealing.

I am one of those people who value life over property.

Looters have full legal right to steal at least food and water (and whatever else is required to sustain their lives) by common law defense of necessity - this is if the LA law is the same as the other 49 states, sometimes it is different. They are only liable for the cost of replacing the property. Much of what they are stealing would be destroyed by the flood waters anyway.
