Ted, Apparently, the cops are looking the other way. That happened during the Rodney King riots in LA.

The cops were too busy protecting rich areas like Beverly Hills to care about the rest of L.A., especially Koreatown which was just a few miles down Wilshire Blvd.

Yes, that's true as well. However, Koreatown was not the only section of the city that was vulnerable and unprotected.
