There is no rule that anything started by a president must pay off while they are in office. Kennedy wouldn't have presided over a man on the moon even if he hadn't of gone to Dallas. Despite it taking more than 8 years, Eisenhower still promoted building the Interstate system.

Thinking only about things that pay off in the short term is a great way to paint yourself into a corner.
