Actually, the narrow focus is yours. You are so concerned with getting the definition of undisturbed correct to microscopic degree, you are missing the forest for the trees. Sure the US army interferes with the terrorists' operations......even from time to time, the Iraqi soldiers make an impact.........so saying that the terrorists go undisturbed is somewhat incorrect. However, given the amount of effort, manpower and money being thrown at the problem, the training of terrorists, for all intents and purposes, does go unmolested/undisturbed.

Like many neocons today, the 'nuances' of definition concern you more than the reality.
