One of the reasons people refuse to evacuate is fear of looting ... the anarchy in N.O. will result in more reluctance to evacuate when the next big storm comes around, increasing the loss of life.

Where is the National Guard? That's historical they're role after storms and riots, restoring order. Why weren't more on the ground, in the city prior to the storm? These are questions that are going to continue to be asked as days go by....
