Sure there is. You just set up policy such that unearned wealth can be spent, but not passed on to heirs in the form of inheritance. Making this type of policy one of the things that government does. If it is determined that it is good for the masses, but not something that individuals will do voluntarily because they think its bad for them individually, that's where the government steps in and makes it a law.

Removing inherited wealth from non-productive families will encourage work by those family members. Allowing them to keep it encourages sloth. It's similar to opposition to welfare. Welfare discourages its recipients from working, hure inheritances can do the same thing to its recipients.
