There are two types of looters. The ones getting basics are generally tolerated short term. It is the ones looting jewelry, guns, Nikies, etc. that cause the problems. They are the ones wo also loot homes of people who have evacuated. They are the ones that don't have a stake in society.

If you live on the coast and anything much above a Cat. 2 is coming for a visit, you need to evacuate your family. Anything else is a high risk. If so, you shouldn't have to worry about your neighbors hauling away all your stuff. One of the primary reasons cited by people who don't evacuate is to protect their property from looters. That shouldn't be a factor. In addition, controlling looters just distracts authorities from what should be their primary job which is to rescue as many as possible.

Ideally everyone who is in a threatened area should evacuate. The reality is that there will be some who won't, for whatever reason. Anything that contributes to motivating people to not evacuate should be firmly discouraged.
