tsigprofit <why didn't they reinforce the levees BEFORE the hurricane with 3K lb sandbags - etc????> there will be plenty of targets for finger pointing. Most levees, or construction around rivers etc are designed for "100 year flood plains" the assumption being that the water level will rise above the banks once in 100 years...that's the theory anyway. The Dutch designed their new dikes, dams and levees for a 10,000 year flood plain. One's first response to that is "isn't that very expensive?"...answer..."not as expensive as rebuilding New Orleans" And one more question - does it make sense to build a major city 10 feet below sea level without adequate levees? I think we are just beginning to understand the proportions and complexities of what happened. Altair19
