That would be the right thing to do. re: private charity, It's only part of the solution of course, but I think what most defines the social fabric is what is done voluntarily, rather than out of fear or coercion. I don't think that we make society richer as a whole by immiserating rich people. The gap that must be closed, and which government can actually do something about, is in education and training. JMHO.
