Levee no longer critical - levels have equalized on both sides.

But the 20K souls there and the 480K souls elsewhere - that is the major problem. The people in the city are the most urgent, life and death at stake here IMHO

Theres no point in fixing the levee right now. Water level on each side has reached equilibrium. Get the people out, then bring in somebody with a clue to fix the levee.
