"It was believed that the Astrodome could take all 24K people at the Superdome" That was our grand and glorious guv, the estimable shoot first and ask questions later, Rick Perry. Seems he reasoned that the Dome can sit 70k or so for a game, so it would be a snap to house 24k. Given that he didn't actually talk to someone who might actually know, he made the offer. When the city got actual experts to put together a plan, they decided the actual number that could be housed is somewhat lower. For one, people, sadly, like to sleep in a prone position, thus eating into available space... Of course, Perry is a Republican. And faith-based.
