I don't think there's any possibility that NOLA won't be re-built, if nothing else there are universities that aren't about to go away.

Tourism-wise it will probably bring in some fresh blood which will be good cause the food in the quarter has suffered a great deal since I was first there in 1984.

One alternative: keep the best parts intact, relocate everyone else to higher ground, provide a system of rail and downtown public transport to make it work..
