From all the events witnessed, the only conclusions I would make is that the mayor of NO did not have a clue about what a cat 4 hurricane would do. What it could do was simply not in the corporate memory of any the the leaders in NO.

The fact that thousands were at the superdome and no one thought to inform FEMA so they could be provided for in a timely manner shows the mayor of NO did not have a clue about simple emergency planning. Of course that picture of busses all flooded in their parking area also shows local leadership duuuuuhhhhh.
